2. Purpose and objective 

2.1.  To offer amateur athletes a way to spend an active and sporty weekend.

2.2.  To develop and promote road racing in Estonia.

2.3.  To connect people who are interested in cycling.

2.4.  To introduce new people and their families to cycling and to encourage them to spend healthy and active weekends together.

2.5.  To offer athletes a chance to compete in their home country.

2.6.  To strive for excellence in the quality of organisation in Estonia’s biggest road bicycle racing series.

4. Children's races

4.1.  The children’s races are aimed at all children of the appropriate age. The objective of the children’s races is to simply finish the race and there will be no rankings with the exception of the M/N-U9 and M/N-U11 age groups, where the three fastest children will be determined and awarded.

4.2.  Preregistering for the children’s races is free of charge, registering in the race centre costs 2€ regardless of the participant’s age. Preregistration is open until Thursday midnight during the week of the race on the www.aerobike.ee website.

4.3.      Every participant will receive a children’s race number, which is valid for the whole season, and a cyclist’s passport, which will also act as a diploma. If the race number is lost or forgotten the registration desk can provide a replacement number.

4.4.  Every child who completes the race will receive a pastry and a curd snack. The three fastest children the M/N-U9 and M/N-U11 age groups will also receive an additional prize.

4.4.  The children’s age groups are:

  • M/N-U5 (boys and girls born 2014 or later)

  • M-U7 (boys born 2012-2013)

  • N-U7 (girls born 2012-2013)

  • M-U9 (boys born 2010-2011)

  • N-U9 (girls born 2010-2011)

  • M-U11 (boys born 2008-2009)

  • N-U11 (girls born 2008 – 2009)

4.5.      The approximate schedule and distances of the children's races for the first 6 stages are listed below. These may vary slightly depending on the location of the race.

  • 09:30 - 12:00 Issuing numbers, registration at the race centre
  • 12:25 - start of the children's races. The age groups will start in the following order: 
    • M/N-U5, approx. 200 m
    • M/N-U7, approx. 400 m
    • M/N-U9, approx. 1 km
    • M/N-U11, approx. 2 km
  •  The award ceremony will take place shortly after the children's races have ended.

4.6.      Information about children's races at the final stage can be found in the Fakto Auto Tallinn Cycling Race manual.

5. Race day schedule 

5.1.      The schedule for the first 6 stages of the Filter Road Cup:

  • Race numbers can be received from the registration desk from 9:30 to 11:45
  • Re-registration and first round of race day registration from 9:30 to 10:30
  • Last round of registration from 10:30 to 11:45 (no re-registration)
  • Team representative meeting, numbers for support vehicles at 11:00
  • Registration for children's races from 9:30 to 12:00
  • Long distance races start at 12:00
    • 12:00 – long distance race
    • 12:10 – senior short distance race 
    • 12:20 – junior race
    • 12:21 – recreational race
  • Children's races start at 12:25
  • The award ceremony will take place approximately 30 minutes after the winner of the long distance race has finished

6. Age groups

.1.  In the long distance race both the general classification and age groups classification include individual classification. In short distance races the general classification of every racing group and the age groups classification include individual classification.

6.2.  Only the general classification that includes both the main and short distance races also includes the team classification. There are no age groups in team classification.

6.3.  The year of birth determines the age groups. The following age groups are used in the Filter Road Cup:

*These age groups are only used for the short distance race. If riders in these groups participate in the long distance race they will be placed in the age group that is closest to theirs. There is one group for women of all ages in the long distance race.

 

 7. Team classification

7.1.  In addition to the individual classification, the clubs and companies classification is also available. To participate in this, a team must be registered using the corresponding field on the registration site.

7.2.  Important information:

1.     Team registration is free and can be done throughout the season on the registration page on the www.aerobike.ee website.

2.      Registered teams are valid until the end of the season and can not be changed during the season.

3.      Registering a team means establishing a group of riders as a team, not registering team members. All team members must be registered to either a stage or the whole series by paying the participation fees.

7.3.  Forming a team:

1.      A team consists of 3 to 6 people.

2.        Team members do not have to be members of the same cycling club or company - a team can also be a group of friends, a randomly selected group of riders or members from multiple clubs or companies together. The team members also do not have of the same gender, in the same age group, or riding the same distance, but one person can only be part of one team.

8. Bicycle type

8.1.  Participants may use any type of standard human-powered bicycle: road bike, mountain bike, time trial bike, handcycle, urban bike, kick scooter etc. However, using time trial handlebars is forbidden due to safety concerns.

8.2.  Using tandem bicycles, bicycles with an aerodynamic shell, motorised bicycles and other non-standard bikes as well as bikes with any additional source of power is only allowed in the recreational cycling group in the short distance race.

8.3.  There are no separate classifications for different types of bicycles. Participants are competing on equal grounds regardless of the type of bicycle they use.

9. Registration and fees

9.1.      Participants can pre-register on the registration page of the www.aerobike.ee website or register in the race centre on the day of the race (cash only).

9.3.  On the spot registration applies only to the stage taking place that day and only cash payments are accepted.

9.4.  Registrations cannot be cancelled or replaced with registrations for another stage. The participation fee will not be refunded or transferred to another stage regardless of the reasons for not participating in the race.

10. Re-registration

  • 10.1.    Re-registration can be done only on the day of the race from 9:30 to 10:30 and only in cash. Re-registration can be divided into two categories:

    1) Re-registering one participant to a different distance race:

    • Re-registering from one distance to another - from long distance to short or vice versa - is free.

    • Re-registering from the competitive races to the recreational race is free, but the difference in participation fees will not be refunded.

    • Re-registering from the recreational race to a competitive race costs 20€ regardless of in which round the rider first pre-registered.

    2) Starting instead of another rider who has pre-registered:

    • If the distance remains the same, starting instead of somebody else who pre-registered but didn’t show up to the race costs 15€. If there are any suspicions, the person who re-registers must be able to prove that they have an agreement with the rider whose place they are taking.

    • A combined re-registration in which both a rider’s name and race distance are changed is not possible. Doing this will be considered a new registration and the current prices will apply.

11. The participation fee includes 

  • A marked and guarded race track;
  • Timekeeping and a place in the stage results;
  • Filter race numbers (valid for the entire season; additional or replacement numbers can be purchased in the race centre);
  • Medical aid;
  • Catering in the race centre;
  • Prizes for the fastest riders;
  • Race commentary;
  • Photos of the event;
  • A bottle of water or sports drink at the finish;
  • Extra services available in the race centre, such as merch tents;
  • Bonuses from sponsors of the race series, such as discount coupons, leaflets etc. These are only available the first time a rider participates during the given season;
  • For children there are children’s races and a trampoline. Preregistration for children’s races is free, registering in the race centre costs 2€.

12. Race numbers, starting groups and wristbands

12.1.    Race numbers and wristbands are used in the Filter Road Cup. Timekeeping and the commissaires' work are based on the race numbers, access to the starting area is based on the wristbands.

12.2.    When a rider participates for the first time during the season, they will receive a set of race numbers which is valid for the entire season. If the race numbers are lost or forgotten, replacements can be purchased for 3€. Using the unique Filter Road Cup numbers is mandatory. It is forbidden to use self-made numbers or numbers that originate from other races or series, even if the number itself matches the number assigned to the rider.

12.3.    The wristbands for starting groups are handed out at the registration desk on every race day and they are only valid on the race taking place that day.

12.4.    The race numbers must be attached to the rider’s back. One number must be placed on the lower back in the middle and the second number must be placed on the left side about halfway up the back and turned so that the number is horizontal when viewed from the side. If a rider’s race number is placed incorrectly, a place in the results cannot be guaranteed for them. The wristband must be worn on the left wrist and must be shown to the guard when entering the starting area. If the band is not correctly around the wrist, it is not considered valid and does not grant access to the starting area.

12.5.    The starting groups for the long distance race are formed as follows:

1.   The first group consists of 100 highest ranking riders in the general classification of the series (at the first stage, first 100 from the previous season's rankings) and cyclists with an elite licence from EJL or other national federation.

2.   All other riders will be placed in the second starting group.

12.6.    In the short distance race the riders are divided into groups based on their age and preference of race format. There is no overall classification for all the short distance races together and results will be published for every group separately. The open groups are:

1.     Senior racing group -  all short distance competitive race participants in the M/N-U30 and older age groups will be placed in this group. The adult group is the first short distance group to start.

2.     Junior racing group - all short distance competitive race participants in the M/N-U19 and younger age groups will be placed in this group. The youth race starts 5 minutes after the adult group.

3.      Recreational group -  this group is aimed at beginners and everybody who prefers a calmer ride. There is a group leader to make sure that the speed is suitable for everyone and that nobody tries to overtake other riders. The objective of this race is not to compete, but to simply enjoy cycling. The recreational race starts 1 minute after the youth race - 6 minutes after the adult group.

12.7.    The start area for the long distance race will be opened 10 minutes before the race starts. The banners separating the groups will be removed 2 minutes before the start. If a rider has not entered the right group by this time, they will have to start in the last group. It is only allowed to enter the start area through the designated entrances and only with a valid wristband - it is forbidden to climb over the fence or sneak in under the banners! If a rider starts in the wrong group or enters the group in a forbidden way, they are subject to a time penalty or disqualification.

12.8.    The short distance starting group areas will be opened after the start of the main race as soon as the banners have been set in place again. It is only allowed to enter the start area through the designated entrances and only with a valid wristband - it is forbidden to climb over the fence or sneak in under the banners! If a rider starts in the wrong group or enters the group in a forbidden way, they are subject to a time penalty or disqualification.

13. Catering, feeding and littering

13.1.    There are no official feed zones on the track. Food and drink is provided to competitors in the race centre.

13.2.    There are marked litter zones on the track where riders are allowed to dispose of any trash. The litter zones are located approximately in the middle point of the track, are 200 metres long and marked with signs. It is strictly forbidden to litter outside of the litter zones - anyone who litters outside of the designated zone will be disqualified.

13.3.    Teams or supporters are allowed to feed the riders only on the right side of the road. Feeding from support vehicles is prohibited during the first 50 km and the last 20 km of the race. It is only allowed in the middle portion of the race and the commissaires’ instructions must be followed.

14. Technical assistance

14.1. The organisers do not provide spare parts or technical assistance on the track.

14.2.Team representatives are allowed to provide technical assistance from registered and marked support vehicles. Only support vehicles that are registered in advance and are equipped with radios that can operate on the same frequency as the race radios will be allowed into the racing group.

14.3.Support vehicles can be registered until Thursday midnight during the week of the race by sending an email to the head secretary at This e-mail address is being protected from spambots. You need JavaScript enabled to view it and also confirming the availability of compatible radios that the support vehicle can use.

14.4.If no compatible radios are available, one can be rented from the organisers for 10€. This must be included in the aforementioned email when registering a support vehicle.

14.5.    To be allowed to drive support vehicles and provide technical assistance during the race, the team representatives must have an appropriate driving licence, and a valid competitor, driver, coach, mechanic or manager licence issued by EJL or other national federation.

14.6.    The order of the support vehicles will be determined by a lottery in two rounds. The first round is for vehicles that have preregistered. The second round is for all other vehicles that meet the regulations stated in paragraph 14.5 of the manual.

14.7.Riders who abandon the race can be transported back to the race centre with the broom wagon.

15. Medical aid

15.1.    Emergency medical aid is provided by the race paramedics. There are two ambulance crews on the race track and also a paramedic in the med tent in the race centre.

16. Penalties

16.1.    Penalties are regulated by the Filter Road Cup 2018 race manual, UCI rules and EJL regulation.

17. Rankings and results: 

17.1.    Depending on the nature of the race, the stage results will be based on either a group finish or uphill finish. Series results will be determined by the points earned from stages.

  • Races with an uphill finish - Viljandi and Suure-Munamäe - All participants will get their own rank and points. Photo finish will be used to determine everybody's ranks.
  • Races with a group finish - Kuusalu, Elva, Haapsalu, Pandivere, Tallinn - 12 first competitors in the general classification will get their own rank and points. The group finish principle will be used for everyone else, meaning that competitors who finish the race in one group will share the ranks and points. A rider is considered a part of a group is they are less than 3 seconds behind the rider in the front. For example, if a group of 50 cyclists is racing to finish first, the first 12 to finish will get individual ranks and points, everyone else in the group will have to share ranks 13 to 50, equally sharing the points of these ranks. The final points will be rounded either up or down to the closest integer.

 

17.2.    If photo finish is needed to determine the winners of some age groups in a group finish race, it will be used for the purposes of the award ceremony. This will not affect their ranking in the series results and they will still receive the same amount of points as others in the same group.

17.3.    In both the individual and team classification of the whole series, the five highest stage scores are taken into account. If the point scores are equal, the rankings will be based on the number of stage victories. If these are still equal, the number of II places awarded will be taken into account, after this the number of III places and so on. In a hypothetical situation where all the points are still equal after this, the last stage's results determine the winner.

17.4.    The long distance race has both the general classification and the age groups classification. Points are awarded based on the general classification results. The age groups rankings are determined by picking out the riders of a certain age group from the general classification results. 

17.5.    In the short distance race every group has separate general classifications and the points are awarded to riders according to the results of their starting group. The age group rankings are determined by picking out the riders of a certain age group from the general classification results of the corresponding starting group.

17.6.    In the team classification, the three highest scores earned by a team's members on a given stage will be counted regardless of the race distance or the riders' age groups. If fewer than three team members finish the race, the points of all team members who finished the race will be taken into account.

17.7.    Points are awarded according to the following system:

17.8.    Preliminary results will be published no later than the day after the race on the official Aerobike website - www.aerobike.ee

17.9.    Due to the possibility of mistakes in the preliminary results, unsportsmanlike conduct and other incidents, riders are allowed to file complaints up to 6 days after the race. Complaints must be filed by email in accordance with Section 22.2 of the race manual.

17.10.  Final results will be published online on www.aerobike.ee and other related sites no later than 7 days after the race.

17.11.  No further complaints will be taken into account after the final results have been published and the results will not be changed.

18. Cycling tour classification

18.1.    Along with the series overall classification there is also a cycling tour classification, where stages of the series are regarded as stages of a cycling tour and the times from all stages will be added together.

18.2.    There are separate cycling tour classifications for the long distance race, the senior short distance race and the junior short distance race.

18.3.    To participate in the cycling tour classification, a rider must complete either all long distance or all short distance races in the series. Cyclists who do not participate in some races or participate in a mix of long and short distance races will not be considered finishers in the cycling tour classification.

18.4.    Age groups and teams will not be taken into account in the cycling tour classification - only individual results in the overall classification.

19. Awards

19.1. Stage awards

19.1.1. The award ceremony starts approximately 30 minutes after the winner of the long distance race has finished. If the recipients of some awards have not finished the race by this time, they will receive their award either at the end of the ceremony or after the ceremony.

19.1.2. The awards will be given based on the preliminary results. If the results are later corrected, it will only affect the series point scores and the awards given at each stage will not be changed or switched.

19.1.3. Riders who have finished the race by the beginning of the award ceremony must be present at the ceremony in order to receive their award. They will not be able to receive the award at a later time. By not showing up at the ceremony the rider gives up their award.

19.1.4. The three fastest men and the fastest woman in the long distance general classification will receive a trophy and a prize item or monetary award: for men - I place 100€, II place 60€, III place 40€, for women - I place 100€. Additionally, the three fastest men and the fastest woman in the senior and junior short distance races will receive a trophy and a prize item.

19.1.5. The winners of all age groups (both in the long distance and short distance races) will receive a trophy.

  • Long distance: M-U19, M-U30, M30, M35, M40, M45, M50 ja M55.
  • Short distance: M-U15, M/N-U17, M/N-U19, M/N-U30, M/N30, M/N35, M40/N40+, M45, M50, M55, M60, M65, M70+.

19.2. Series awards

19.2.1. The series overall award ceremony will take place as part of the final stage - Fakto Auto Tallinn Cycling Race - on September 2, 2018.

19.2.2. In order to receive an award, one must be present at the award ceremony. In case the rider cannot attend the award ceremony, the award may be given to the rider’s coach or other representative. Awards will not be presented at a later time.

19.2.3. In accordance with the final results of the series, the six fastest men and three fastest women of the long distance general classification and the three fastest men and three fastest women in the senior and junior short distance racing groups will receive a trophy and a monetary award or a prize item.

19.2.4. The three fastest riders in all age groups (both long distance and short distance) will receive a trophy and a symbolic prize.

19.2.5. The three best teams will receive a trophy and a prize item.

19.3. Cycling tour classification awards 

19.3.1. There are no stage awards in the cycling tour classification, only series awards.

19.3.2. The three fastest men and the fastest woman in the cycling tour classification will receive a trophy.

19.3.3. All successful participants in the cycling tour classification (cyclists who finished all 7 races according to the rules of the cycling tour classification) will receive a prize, regardless of the rank. The prizes include various items, some of smaller and some of greater value and the winners will be chosen by a draw. The winner of the cycling tour classification will be the first to draw a prize, then the second highest ranking participant and so on.

19.3.4. In order to receive an award, one must be present at the award ceremony. Awards will not be presented at a later time.

20. Leaders' jerseys

20.1.   Four different leaders’ jerseys are used in the Filter Road Cup: blue, yellow, pink and white.

  • The blue jersey is for the reigning champion of the Filter Road Cup.
  • The yellow jersey is for the leader of the general classification of the Filter Road Cup.
  • The pink jersey is for the leader of the women’s general classification.
  • The white jersey is for the leader of the youth classification of the Filter Road Cup. This jersey will be given to the highest ranking rider in the M-U19 age group.

20.2.   The jerseys will be given to the riders at the registration desk before the start of every race. The jersey gives the rider the right to start at the very front of their starting group.

20.3.   Every wearer of a leader’s jersey will be given a jersey of the same colour by the organiser. If the rider maintains the right to wear the jersey at the following stages as well, they must wear the jersey that has already been given to them.

20.4.   The wearer of the jersey must ensure that it is in good condition. If the jersey has broken, been forgotten or is extremely stained, the rider may ask for a second jersey at the registration desk, but no more than once during the season.

20.4.    If the rightful owner of a jersey does not participate in a race, then the jersey of that colour will not be given to anyone at that stage.

20.5.   In case one rider is entitled to a yellow jersey as well as a different colour jersey, they must wear the yellow jersey and the other jersey will be handed to the rider who came second in the corresponding classification.

20.6.   Only the blue jersey will be issued at the first event of the series.

20.7.   The owner of a jersey must wear the jersey, together with the race numbers.

20.8.   Adding extra sponsors’ logos or texts to the jersey or changing the design of the jersey is not allowed unless the organisers of the Filter Road Cup have permitted the rider to do so.

20.9.    It is prohibited to wear leaders’ jerseys that were issued during previous seasons or were bought, gifted or borrowed. The jerseys may only be worn by their current rightful owners.

21. Other information 

21.1.    The race is held in accordance with the Filter Road Cup 2017 race manual and UCI and EJL regulations.

21.2.   Young athletes with an official EJL licence must follow the regulations regarding the gear ratio.

21.3.    Pushing a fellow rider is not allowed. The penalty for pushing a rider from behind is a warning, a fine or the disqualification of both riders involved.

21.4.   The Filter Road Cup is a recreational sports event - a licence is not required to participate. Everyone who wishes to participate is welcome to do so.

21.5.   Everyone participates at their own risk. By starting the race the rider confirms that they have read and understood the race manual, is physically fit to participate and acknowledges the risks associated with cycling. In the case of an accident all costs and damages are covered by the rider without filing any damages claims against the organiser.

21.6.   Even though the riders have priority over other traffic on the race circuit, most of the track is also open to cars. The riders are also obliged to follow the traffic regulations and to ensure their own safety to the best of their abilities. If no police or security escorts are there, all riders are obliged to stay on the right side of the road.

21.7. Wearing a helmet is mandatory, no exceptions.

21.8.    Crossing the finish line multiple times is forbidden. If a rider crosses the finish line more than once, the board of commissaires may enter the last finish time in the results as a penalty.

21.9. All participants must respect clean and honest sport. Estonian anti-doping rules apply to the races and SA Eesti Antidoping has the right to carry out doping tests among all participants. More information can be found at http://www.antidoping.ee/en/

21.11.  All matters not addressed in the race manual will be resolved by the board of commissaires.

21.12.  The organisers are allowed to modify or amend the race manual during the season with the permission of the board of commissaires.
